- "My feeling is that people on welfare should not receive a bonus for going to
school, getting a "C", and graduating from high school," said Supervisor
Dianne Jacob, in an interview. "That should be a requirement of their public
assistance. We're here to help people help themselves. It's not fair for those on welfare
to receive bonuses for doing something they should be doing anyway.".
.(12-09-1988 San Diego Union article explaining why teen-age mothers and mothers-to-be on Welfare would no longer get a $100 bonus for maintaining a "C" average and $500 for graduating from high school.) In spite of the bonuses the graduation rate was less than 14%. Obviously, some Board of Supervisors felt that Welfare clients would "do the the right thing" without getting cash bonuses.
