You might also want to consider the Board of Supervisors' Ten Million Dollar
Slush Fund. According to an 8-23-99 San
Diego Union article each of the five San Diego County Supervisors has Two
Million Dollars to spend "for the benefit of the community". Among
other disbursements, Dianne Jacobs has offered $125,000 to Julian, at the request of
a local skateboard shop owner, to build a skateboard park..
When I first read about this I thought "This is ridiculous. What if a child is
injured and their parents sue the County?" I did a little more research,
though, and found that there is a real need for skateboard parks. This is a very popular
sport with young people. I happened to be in Julian on other business last Saturday
(9-11-99), and there were young people skateboarding on Main Street in the middle of
traffic, and also on a major road out of town. I agree that a skateboard park could keep
the skateboarders off the streets.
On the other hand, as one Julian resident asked "What about helping the
library?" Who decided that a skateboard park is more important than a library, or a
community center, or another project that might benefit a wider-based constituency? From
the Union Tribune article it appears that the first person to make a reasonable request
gets the money from the Board of Supervisors.
Shouldn't there be a more democratic process for determining how this money is spent?
Should the Supervisors even have a slush fund, or should the money be
returned to the community in the form of reduced or refunded taxes? Let your San Diego County Supervisor
know your opinion.

*"Not eligible to receive a bonus." These appear to be people
who are on the list for the first time.
The information for this year's list came directly from the County of San Diego.
Unfortunately, it contained only an alphabetical listing of managers, their annual
salaries, and their bonus percent. I used Excel to compute the bonuses, but found
some mistakes in the way I handled the data.
